1. Treasurer - Sharon Hood

     o December report

       - 5 month YTD income is $19853. Expenses are $15117. Variance from budget is a surplus of $1325.

     o Fundraiser: T-shirts

       - Sales are still $300 short of breaking even, with no new sales reported since last month.  The Committee decided to challenge the patrols and individual Scouts to help raise money for the troop by setting a target of 3 T-shirt sales per Scout. A token prize will be awarded to the patrol who most exceeds this goal.  Ed Nichols will print up order forms to be passed out at the next Troop meeting.

     o Policy on refunds

       - The Committee reviewed its policy on refunds when a Scout cannot attend a campout for which he has already paid fees and grub money. The troop tries to refund unused campout fees, but if the troop has already paid something (campsite deposit, food, etc.), based on a Scout's intent to attend, and the troop cannot recover these fees, then that money is non-refundable. Refunds cannot be made until after all income and expenses for a campout are known, sometimes several weeks after the campout. To avoid delay, adults are required to turn in all expense statements for a campout by the first full troop meeting after a campout.

     o Policy on merit badge supplies

       - The Committee reviewed its policy on fees for supplies for earning merit badges. In general, each Scout is responsible for paying for supplies needed to earn a merit badge (e.g., kits for woodcarving or leatherwork, etc.). This also applies to non-merit badge activities like NRA certification. The troop will pay for tokens of achievement (badges, patches, etc.).

2. PLC - Matt Teplow

     o There was no PLC meeting since the last Committee meeting.

     o Brenden Kerr is planning how to improve getting off on time on Friday night campouts.

     o Displaying patrol flags, wearing the complete uniform, and proper execution of flag ceremonies, all are getting lax.

     o Patrol attendance records have errors, in part because we don't have patrol meetings each week. To ensure that patrols get together at least once each week, patrols are encouraged to sit together during the full troop meetings. This will also allow us to have more patrol competitions, by eliminating the time needed to assemble into patrols.

     o The Committee suggests that adult attendance at PLC meetings be limited to the Senior Scoutmaster and the Patrol Counselor of the patrols planning upcoming campouts. This is to give more opportunity to the boys to run their own meetings, in line with the principle of a "boy-run troop."

3. Roundtable - Ed Nichols

     o Adult leader training opportunities:

       North Trail District has several classes scheduled. All are conveniently located at Town North Presbyterian Church on Plano Rd between Collins and Campbell.  All adults are REQUIRED to have Youth Protection certification.  Depending on the level of your involvement, the other training may also be required. It's all conveniently located and scheduled, so adults are encouraged to attend all of this great training.

       - Feb 7,  7:00 PM: New Leader Essentials (for all adults)

       - Feb 14, 7:00 PM: Troop Committee Specific Training (for all adults)

       - Feb 14, 21, 28, 7:00 PM: Scoutmaster & Asst. Scoutmaster Training (recommended for all adults who go on campouts)

       - Mar 7,  7:00 PM: Youth Protection certification (REQUIRED for ALL adults)

     o Scouting for Food

       - Drive begins February 2. Ed Nichols will coordinate Troop 81's participation.

4. Campouts - Richard Carter

     o Winter Camp wrapup

       - Camp was a big success. 12 boys attended. 3 adults stayed the week (a big thanks to Ed Nichols, George Kerr, Dave Knust), plus several others visited sometime during the week.

     o USS Lexington - Dan Lassiter

       - Date: Jan 26-28

       - There's still room on the bus, so if haven't signed up yet and want to go, speak up.

     o Family Camp - Mark Steger

       - Date: Feb 23-24

       - Location: Ft Parker State Park

       - The PLC needs to submit plans for patrol demonstrations and a schedule for the campout to the Committee.

       - Ben Salisbury agreed to plan the menu and buy food. Craig Christensen agreed to be in charge of the kitchen crew.

       - Richard Carter has the park reservation and will buy a state park pass for the troop.

       - Scout families will need to make reservations with the troop, as the cabins at Ft Parker have a limited number of bunk beds.

       - Mark Steger will send a letter to parents Feb 1 with details.

     o Northern Tier 2002 - Rita Bonds

       - Troop has reservations for eight for this summer.

     o Sea Base 2002 - Mark Steger

       - Troop has reservations for one boat for this summer.

     o Philmont 2003 - Mark Steger

       - Troop has reservations for two treks (both Jun 21, 2003).

       - 15 Scouts and 7 adults have paid a $50 deposit.

5. Meetings - Bill Merriman

     o Nothing to report

6. Leadership - Tom Schob

     o Change in positions

       - Scout leadership positions changed in January. Parents are asked to review with your son his leadership position for the upcoming semester, understand position requirements, and support your son in fulfilling them. Scouts still needing positions should see Mr.  Schob.

     o Junior Leader training

       - Tom Schob plans to offer Junior Leader training, date unknown.  This half-day training is recommended for all first year Scouts and older Scouts who missed it during their first year.

7. Advancement - Bonnie Branch

     o Eagles - Pat Kelly

       - Jeff Collins, Travis Carter, Jay Herrin, Ben Nichols are planning projects.

       - Jirah Cox completed his project.

       - Scott Steger, Scott Kelly, CJ Carter are completing paperwork.

     o Merit Badge Counselor registration

       - BSA requires a merit badge counselor registration to be on file for all adults teaching merit badges. If you are involved in merit badges, see Bonnie for the forms.

8. Committee - Mark Steger

     o Recharter

       - Troop 81 rechartered 67 Scouts and 39 adults. (Last year we had 69 Scouts and 32 adults).

       - Troop 81 was recognized as a Quality Unit. Congratulations to all.

     o A Leadership Subcommittee is soliciting volunteers for Scoutmaster positions for 2002-2003. If you have an interest, please contact Mark Steger. Goal is to seek Committee approval of the nominees at the February Committee meeting.

The next Troop Committee meeting will be February 20 at RBF.

1. Treasurer - Sharon Hood

     o January report

        - 6 month YTD income is $22844. Expenses are $18486. Variance from budget is a surplus of $2897.

2. PLC - Matt Teplow

     o Family Camp planning is incomplete. Responsibilities for Family Camp and the Court of Honor weren't worked out. Schedule of events hasn't been done.

     o Camporee planning was due to be presented to the Troop Committee at tonight's meeting, but wasn't available.

     o T-shirt sales have ground to a halt and are still about $300 short of breaking even. Patrol leaders should remind Scouts of our target goal of each Scout selling three T-shirts.

     o John Benavides donated some promotional giveaway items he has collected, to be used as small prizes for T-shirt sales or other patrol competitions.   

     o Craig Christensen has challenged the patrols to wear the Scout uniform and sit together at troop meetings. Any patrol that accomplishes this for a whole month will have one of their campout meals cooked for them by Craig.

3. Roundtable - Ed Nichols

     o Scouting for Food was a great success

     o OA would like more participation from Troops

     o Oak Leaf training March 23-24 at Camp James Ray

       - We have reservations from 114 people for at least a day visit.

       - Webelos II patrols will be invited from local Packs

       - Larry Herrin plans to take the Scouts in the NRA certification class to Camp Wisdom either March 16 or 17. See Larry if you and  your son are interested in joining them.

       - Camporee fees are due at the troop meeting before Circle 10's deadline of March 22 ($9/person).

       - Pack liaisons should call Webelos patrol counselors to determine how many boys and parents will be attending with Troop 81.

     o Ben Salisbury's presentations on campout cooking tips have been popular and are an example of an activity we should do more of.

     o Parents are reminded not to disrupt troop meetings with conversation.

     o All Scout leadership positions for the second semester are filled.

     o Eagles - Pat Kelly

       - The following Scouts did the Eagle projects and are writing their reports: Scott Steger, Scott Kelly, CJ Carter, Jirah Cox

       - The following Scouts are working on their project plans: Jeff Collins, Travis Carter, Jay Herrin, Ben Nichols, Brenden Kerr.

       - The troop committee supported a proposal by Pat Kelly to steer Eagle candidates away from projects that depend on a large turnout by the general public (food drives, bike rodeos, etc.) because such projects have a significant element that is beyond the Scout's control.

     o Merit badges

       - Bonnie Branch still needs anyone who teaches merit badges to fill out a merit badge counselor information sheet.

       - Adults are reminded to double check that merit badge history is correctly filled out in Scout's records. Failure to properly record required merit badges for each rank advancement vs optional merit badge puts the whole advancement sequence at risk.

       - It was suggested that the troop encourage Scouts to earn the Home Repairs merit badge.

8. Committee - Mark Steger

     o Adult training

       - Adults should attend "Youth Protection" and "Safe Scouting" certification class on March 7 at 7:00 PM at Town North Presbyterian Church on Plano Road.  This training is required by Boy Scouts for all adults working with boys. The class is free.

     o Election of 2002-2003 Scoutmasters

       - The Troop Committee unanimously elected these volunteers for adult leadership positions for 2002-2003:

1. Treasurer - Sharon Hood

     o February report

        - 7 month YTD income is $24483. Expenses are $22197.

     o Family Camp financials

        - Campout had a deficit of $296, due largely to the Troop Committee chairman mis-setting the budget for food.

     o Fundraiser: T-shirts - Bill Scott

- T-shirt sales are still not at the break-even point.  The troop can really use a couple of adults who will help organize setting up a table outside a local merchant.

2. PLC - Matt Teplow

     o Phone chain broke down before the last Troop meeting.  PLC should work on ways to strengthen this.

     o Nominations for SPL were held March 18. A second round of nominations will be made March 25. Parents, discuss this with your sons.

3. Roundtable - Ed Nichols

     o Drug Awareness was discussed.

     o Scout Show Kickoff was held March 19. Dan Lassiter attended.  Cindy McCarthy will coordinate ticket sales.  Parents, this is an opportunity for Scouts to earn money to defray some of the expenses of their Scouting. Ed Nichols will organize the booth.  Expected activity will be from the Electricity merit badge.  Thanks to these  adults and others who volunteer for this activity.

     o Safe Swim Defense/Safety Afloat adult training opportunity is coming up, April 13.  See Mark Steger for more information.

4. Campouts - Richard Carter

     o Camp Wisdom NRA certification - Larry Herrin

       - A very successful outing for about 8 of our Scouts.

     o One-day patrol competition, March 23

5. Campouts - Richard Carter

     o Camporee review

       - Troop 81 placed second overall. Troop 81 Webelos took first place.  Congratulations to Brenden Kerr and Mitchell Hampton for preparing and leading the troop. And thanks to Richard Carter for adult oversight.

     o May Campout (canoeing) - Brent Martin

       - Worth Scout Ranch (near Palo Pinto), May 3-5

       - Primary activity: canoeing (for 1st class), TFC (for 1st years)

       - Fees are due April 29.

       - Quartermaster needs to count tents.

     o Summer Camp

       - Camp Constantin, July 14-20

       - Cost is $175, including transportation, activities and all meals

       - Fees are due May 20.

     o Scout Night at Texas Rangers - Cindy McCarthy

       - No one expressed interest in Scout Night at the Ballpark.

     o Scout Show

       - Arrangements for selling tickets can be made with Cindy McCarthy.  Profit from ticket sales go directly to one's own Scout account.   This is a great way for Scouts to pay part of their own expenses for participating in Scouting.

       - Signup for staffing Troop 81's booth will be Monday night.

Troop will be demonstrating one requirement from the Electricity Merit Badge. This is a fun way to spend some time at the Scout Show.  Scouts and adults are needed.

     o Northern Tier - Rita Bonds

       - Troop has one crew planned for 2002.

     o Sea Base - Mark Steger

       - Troop has one boat planned for 2002.

       - No coordinator for 2003 came forward. Troop will not have a boat in 2003. Reservations for 2004 can be made in February, 2003.

     o Philmont - Mark Steger

       - Troop has two treks reserved for June, 2003

     o Tents and chuck boxes

       - Committee discussed possibility of changing troop policy on tents.  Current policy has too little responsibility for care and maintenance of tents, resulting in excessive damage and loss.  A suggestion that has been recommended before is to assign individual tents to individual Scouts or patrols.  Another suggestion is long-term checkout of tents to scouts (with deposits). Another is to allow use of personal tents on campouts.  Scoutmasters will discuss further and make a recommendation to the committee.

       - Committee discussed ways to lighten the load on campouts.  Replacing big, heavy wooden chuck boxes and hiking in to campsites with gear in backpacks is one possibility, at least on some campouts.

7. Leadership - Tom Schob

     o Troop committee discussed changing length of service for patrol leaders from 1/2 year to 1 year. Scoutmasters will discuss further.

     o Applications for troop leadership positions for 2002-2003 are due Monday night.

     o Eagles - Pat Kelly

       - Matt Lassiter will have an Eagle Court of Honor April 28.

       - Jirah Cox and Scott Kelly passed their Eagle Boards of Review.

       - Scott Steger and CJ Carter are writing their reports.

     o Webelos

       - 30 Webelos joined the troop April 15. A big welcome to our new Scouts and their parents. New Scouts were asked to name buddies that they would like to be in their patrols. We expect to be able to meet everyone's request to be with their best buddy.

2. Treasurer

     o No report

     o The 2002-2003 budget will be reviewed and approved at the June 19 Committee meeting.

3. PLC

     o The Committee congratulates Jesse Benavides on his election as SPL and welcomed him to the Committee meeting.

     o Jesse will work with the Scoutmasters and Pyro Patrol Counselor to finalize the naming of ASPLs and Pyro Patrol Leader for 2002-2003.

     o Jesse will begin a telephone calling tree to remind stragglers to get their 2002-2003 leadership applications turned in. Parents, your assistance is needed.

4. Roundtable - Ed Nichols

     o District is looking for youth volunteers at Twilight Camp at Breckinridge Park June 17-21, 4-8 PM

     o Annual "Friends of Scouting" drive is on. Please consider contributing.

5. Campouts - Richard Carter

     o May Campout

       - Shark patrol (Brent and Tom Martin) did a great job organizing this. Canoeing was a popular activity.

       - Ben Salisbury did a great job organizing the TFC program.  Involvement of new Dads was great.

       - CJ Carter did a great job on Sunday morning thunderstorm, teaching the fireman's chit class to the first year Scouts.

       - We had a tire blowout on one of the trailers. The jack needs repair and the lug wrench is missing.

     o Scout Show

       - Chris Davis was far and away the most successful fund-raiser, selling 150 tickets and earning $180 for his individual Scout account. Congratulations, Chris.  Thanks to Cindy McCarthy for organizing ticket sales.

       - The Scout Show was popular for the boys who attended and staffed the Troop 81 booth.  Thanks for Ed Nichols for heading this up.

     o Summer Camp

       - Camp Constantin, July 14-20

       - Registration and fees are due May 20.  No regular troop meeting is planned that night.  A short meeting for first-year Scouts and their parents will be held at 7:00 PM. Older Scouts can come anytime between 7:00 and 8:00 to register and leave immediately after registration.

       - A new Class I medical form is due, even if a Scout does not plan to attend Summer Camp. The Class I part of the form needs to be filled out EVERY YEAR.

     o Swimming

       - The troop will offer swimming sessions again in order for boys who need to meet swimming requirements for rank advancement or earn the swimming merit badge. Dates are not yet determined, but probably will be a Saturday or two in June.  Scouts who are not yet swimmers should consider enrolling in city or YMCA swimming lessons before Summer Camp. Thanks for Charlie Hood (swimming merit badge) and Craig Christensen and Patrick Burns (TFC swimming requirements) for organizing this.

     o Northern Tier - Rita Bonds

       - Troop has one crew planned for 2002. 2003 is undetermined.

     o Sea Base - Charlie Hood and George Kerr

       - Troop has one boat planned for 2002. None for 2003.

     o Philmont - Mark Steger

       - Troop has two treks reserved for June, 2003

     o Tents and chuck boxes

       - The Committee adopted a proposal to stop providing tents to Scouts beginning with the September campout. The troop's existing supply of tents will be offered for sale to Scouts or Scouts may buy their own tents, provided they conform to specifications to be set by the Scoutmasters.

       - The Committee would like to lighten the load on campouts by replacing our big, heavy wooden chuck boxes.  Craig Christensen and the PLC need to discuss this to decide what to replace them with.

6. Meetings

     o Court of Honor was judged as very successful. The Eagle ceremony for four Troop 81 Scouts (Jason Kizzia, Matt Scott, John Mowrey, Tucker Livingston) was impressive.  Thanks for Dave Knust for organizing this Court of Honor.

     o Dave Knust could not attend the committee meeting, but provided input by email. He plans to continue the current meeting format.  He encourages adults to have a separate meeting in a different room.  He wants to establish an email mailing list for Scouts to supplement, not replace, the telephone calling tree.

     o The Committee believes that merit badge classes are not being given adequate time in the schedule. Either better ways need to be devised to keep to the meeting schedule or sessions outside of regular troop meetings need to be scheduled, or more weeks need to be dedicated to each class.

     o There was more discussion on the proposal to change the length of service for patrol leaders from 1/2 year to 1 year.  No consensus was reached. No vote was taken.

     o Inputs for 2002-2003 budget.

        - Next year's budget may require about a 10% increase in expenses and income for items affected by the growing size of the troop.

        - A new storage shed and a fundraiser for it, that were both budgeted for in 2001-2002, but not fulfilled, will remain in the budget for 2002-2003.

        - Revenue from the sale of the troop tents will be put into the general fund and used replacing aging equipment (chuck boxes, cooking utensils, etc.)

        - Background checks on adult leaders will cost $25-$200 total depending on service used, which will be decided after consultation with RBFC.

     o Opportunity for Scouts to earn money

        - Pat Kelly has accepted an offer to maintain the lawn between the street and fence at the property on the southeast corner of Plano Rd and Arapaho Rd. Money earned from collecting trash and mowing the grass will be deposited in the Scout accounts of those Scouts who volunteer for this opportunity.

       - Chuck boxes and cooking equipment will be replaced before the first fall campout. Craig Christensen will work with Bill Scott, Larry Herrin, Bill Merriman and others interested in deciding the style and size of the new chuck boxes. A troop meeting will be held Saturday, August 24 for the patrols to take inventory of what equipment each patrol has and clean, repair or replace missing or defective equipment.

     o A preliminary 2002-2003 calendar was distributed and will be fleshed out for the July 24 Troop Committee meeting.  Pass on to Dave any dates you have for the calendar. (OA, Roundtable, Troop Committee, Junior leader training, Oak Leaf training, Golden Acorn, Adult leader training, etc.)

     o MB counselors

       - The troop is in need of assistant merit badge counselors for next year. This is an easy way for new parents to get involved. It requires a minimum commitment of time (only four meetings) and most parents already have the skills needed to teach these merit badges (for example, citizenship). You will work with an experienced adult leader, so don't let lack of experience hold you back.  Please consider volunteering.

9. Committee - Mark Steger

       - Mark Steger passed out lists of current adult leaders and asked for volunteers to fill openings. The list was also sent by email.  We especially need assistant merit badge counselors (see above) and mentors for the junior leader positions (e.g, someone to work with the Scout historian). Most of these positions require only a minimum commitment of time. If you can volunteer, please let Mark Steger know.

        - A troop tent sale is in the budget, with proceeds earmarked for purchasing other troop equipment. Date is to be determined.

         Rebates will be in proportion to the number of nights attended, up to a maximum of the fee paid for their son to attend camp.  Troop committee approved this policy for handling surpluses for long-term camps (Summer Camp and Winter Camp) in order to help attract sufficient adult attendance to make camps possible.

     o Northern Tier review

       - The troop sent one crew this summer on this canoe trip in Boundary Waters of northern Minnesota. Trip was a success.

       - Next opportunity is Summer, 2003, in case an adult wants to volunteer to organize a crew.

     o Sea Base review

       - The troop sent one boat this summer on this sailing/snorkeling trip in the Florida Keys. Trip was a success.

       - Jesse will make arrangements for refreshments and lifeguards.

       - Annual dues should be turned in at the Pool Party. Dues are $65 per Scout per year. (Annual dues for Scouts who will be inactive in the Fall because of Band are $45.)

       - Troop 81's tents will be offered for sale at $50 for new tents, $25 for used tents.  Scouts are responsible for providing their own tents, so this is a convenient opportunity to get a tent and help fund Troop 81 at the same time.  

4. Roundtable - Ed Nichols

     o Northtrail District Kick-off meeting

       - Ed Nichols attended. The 2002-2003 district program and calendar was presented.

       - All adults in Troop 81 are encouraged to take "New Leader Essentials" training, offered this year on the evening of Sep 19.  This is an easy, one evening introduction to Boy Scouting.

       - All adult leaders in Troop 81 are encouraged to take the "Boy  Scout Leader Basic Training." This is a multiple session program on Thursday nights, beginning Sep 26 and finishing with an overnight campout the weekend of October 19.

       - By recommendation of BSA and by requirement of RBFC, Troop 81 will institute criminal background checks of all adult leaders.  At the next troop committee meeting, the following amendment to Troop 81's bylaws will be submitted. The substantive changes are in paragraphs 7 and 8.

         Article II, Section 2

         4. The Committee shall appoint a standing Leadership Subcommittee to recruit candidates for Officers as well as other adult leaders, as needed, subject to approval of the Officers.  Examples of other positions include, but are not limited to, Patrol Counselors, Adult Quartermaster, Merit Badge Coordinator, Boards of Review, Secretary, Chaplain, etc.

         5. The responsibilities of all adult leaders shall be documented in the Troop Handbook.

         6. Adult leadership positions shall have a term of one year, with renewals allowed and encouraged.

         7. All adults who work with Scouts (e.g., all adult leaders and all adults who attend overnight camps, except for designated "family" camps) shall be registered adults with BSA and shall consent to a criminal background check through the Volunteer Center of Dallas. Reports shall be kept confidential, with access available only to the chartered organization representative and authorized personnel of RBFC.

         8. Denial of an application for adult leadership or involuntary removal of a person from any adult leadership position before term expiration shall only be enacted by decision of the Committee at a regular committee meeting or by decision of the chartered organization.

     o Eagles - Pat Kelly

       - The troop has 27 Life Scouts, 10 of whom are in various stages of planning Eagle projects and 10 who have not yet started the planning process.

     o God and Me - Dave Knust has volunteered to coordinate this religious emblem program for Troop 81 Catholic Scouts.

9. Committee - Mark Steger

     o Criminal background checks on adults

       - The Troop Committee unanimously adopted the following amendment to Troop 81's bylaws. Adult leaders who have not signed a consent form to conduct a criminal background check, please pick one up from Mark Steger.

         | Article II, Section 2

         | 4. The Committee shall appoint a standing Leadership Subcommittee to recruit candidates for Officers as well as other adult leaders, as needed, subject to approval of the Officers.  Examples of other positions include, but are not limited to, Patrol Counselors, Adult Quartermaster, Merit Badge Coordinator, Boards of Review, Secretary, Chaplain, etc.

         | 5. The responsibilities of all adult leaders shall be documented in the Troop Handbook.

         | 6. Adult leadership positions shall have a term of one year, with renewals allowed and encouraged.

         | 7. All adults who work with Scouts (e.g., all adult leader and all adults who attend overnight camps, except for designated "family" camps) shall be registered with BSA and shall consent to a criminal background check. Reports shall be kept confidential, with access available only to the chartered organization representative and authorized personnel of RBFC.

         | 8. Denial of an application for adult leadership or involuntary removal of a person from any adult leadership position before term expiration shall only be enacted by decision of the Committee at a regular committee meeting or by decision of the chartered organization.

       - Scouts sold 65 pies resulting in $260 going into Scout accounts

       - Scouts sold over $5000 of popcorn resulting in $1350 for Scouts

     o Damage claim from Family Camp

       - The committee approved, 8 to 1, reimbursement for replacement of a cracked windshield suffered at Family Camp

       - The committee voted to budget a contingency fund for paying such claims in next year's budget as well as look into the cost of liability insurance.

3. PLC - Jesse Benavides

     o Mr Colbaugh thanked Troop 81 for our trail-clearing service project on the October campout. He named the trail "Eighty One Trail."

     o Camping by patrols at last campout was not well organized.

4. Roundtable - Ed Nichols

     o Scouting for Food is coming up. Troop 81 will try to team up with a local Cub Scout Pack again.

     o BSA recommends new adults take Wood Badge training, not just experienced adults.

     o OA needs more participation.

5. Campouts - Craig Christensen

     o November 15-17 (Backpacking - Camp Cherokee)

     o Dec 27-31 - Winter Camp (Baloo Bear - Ed Nichols)

       - Camp Cherokee

       - Signup is November 25. Down payment of $20 is due then. Final payment of $80 is due Dec 9.

     o Youth drivers

       - BSA policy permits Scouts to drive to Scouting events provided they have a valid license, no record of moving violations or accidents, and permission from their parents and the parents of any passengers. The troop committee discussed adopting a  stricter policy in Troop 81, perhaps forbidding underage drivers altogether or at least limiting the number of passengers. No decision was reached.

     o Trailers - The committee discussed whether the practice of taking only one troop trailer on campouts was working. Opinions were mixed, with some comments that patrols lack adequate cooking equipment. No change in practice was decided.

       - The Troop Committee approved the appointment of Ed Nichols, Dan Lassiter, Dave Knust, Bonnie Branch, Craig Christensen, Tom Schob, Mark Steger and Sharon Hood to the Leadership Subcommittee.  This group will solicit volunteers to be adult leaders for 2003-2004. A slate of volunteers will be presented to the Troop Committee for approval in February. Please be open to the possibility of serving in an adult leadership position.

       - 25 Scouts and 7 adults plan to attend. This is our largest Winter Camp roster yet, or nearly so.

       - Ed Nichols is campmaster and grubmaster.

       - Craig Christensen will be loading the trailer Thursday night with troop gear. We still want to put as much personal gear in cars as will fit. Scouts should plan to take their personal tents, but no cots.  

     o Jan 25 - Military: Ft Sill, OK (Badger)

       - 40 Scouts and 11 adults plan to attend.

     o A request was made to send the troop meeting agendas to the adult broadcast mailing list.

     o A request was made to look ahead one week during the adult meetings.

7. Leadership - Tom Schob

     o Patrol Leader elections

       - Four patrols filled leadership positions during last Monday's patrol meetings. Two patrols still need to choose asst. patrol leaders.

       - The committee recommends that patrol leader elections be spread over two meetings, with nominations accepted at one meeting and speeches and elections at the next. The goal is to give more attention to this important part of Scouting, boost the prestige of the position of patrol leader, and better prepare Scouts for running for Senior Patrol Leader.

       - The committee reiterated its support for the current troop policy that patrol leaders should be Star Scouts, or at least First Class Scouts if no Star Scouts are candidates. The committee recommended two additional requirements, that Patrol Leaders have attended Junior Leader training and that Patrol Leaders have one year of experience as Boy Scouts before becoming Patrol Leader or Assistant Patrol Leader. Scoutmasters will have the final decision on these changes.

       - The committee discussed but did not reach a consensus on whether to recommend that the Patrol Leader position be made a one year position. The committee also discussed but did not reach a consensus on whether Patrol Leaders should be elected directly or automatically advance into the position six months after being elected assistant patrol leader.

9. Committee - Mark Steger

     o Recharter

       - Troop 81 is set to recharter 81 Scouts and 50 adults, the largest roster that anyone can remember.

     o Boy Scouts of America national organization recently adopted a requirement that all new adult leaders undergo a nationwide criminal background check. This expands on Troop 81's new policy that all adults have to undergo a state criminal background check.
